Can I let others publish articles in my app?

Depending on the purpose of your channel, allowing others to contribute content or URL links may be very helpful.

You can set the access on folders in your Kuloo app so that specified people (or even everyone) can submit articles. If you want to review and approve these contributions before they are visible to your subscribers make sure that the workflow for your channel is enabled. You will also get a notification when contributions are made.
